Masahide NAKAMURA efe69c1b72 ip: xfrm: Fix flush message. 
Fix xfrm state or policy flush message.
And minor updates are included:
o Use static buffer to show unknown value as string.
o Show policy type (ptype) only when kernel specified it.
o Clean-up xfrm_monitor.
