Masahide NAKAMURA 9447a0d344 TUNNEL: Import ip6tunnel.c. 
This file (ip6tunnel.c) is renamed from ipv6tunnel.c which is imported
from usagi cvs tree. It is originally ported by MIPL to work on their
2.4 kernel patch (MIPL1).
