devlink: add reload failed indication 

Add indication about previous failed devlink reload.

Example outputs:

$ devlink dev
netdevsim/netdevsim10: reload_failed true
$ devlink dev -j -p
{
    "dev": {
        "netdevsim/netdevsim10": {
            "reload_failed": true
        }
    }
}
